  NUCA Accomplishments
  • Participated on Oregon State OSHA sub-committees for proposed OSHA reform.
  • Established two annual NUCA scholarships open to members' children in high school and college.
  • Assisted in reversing Oregon Labor Commissioners determination on assigning work to plumbers.
  • Chapter representatives attend annual NUCA Congressional "Fly-In" and meet with Oregon and Washington Senators and Congressmen on key industry issues.
  • Contribution to NUCA (National) PAC on an annual basis.
  • Members of industry committee to challenge City of Portland Water Bureau's desire to bid against contractors on City Water Bureau projects.
  • Meeting on a monthly basis with City of Portland Bureau of
    Environmental Services (BES) department head to discuss key issues.
  • Meeting bi-monthly with City of Portland Water Bureau to discuss key issues.
  • Invited to participate on City of Portland Bureau of Environmental
    Services (BES) committee to review their desire to have all projects under Owner Controlled Insurance Program (OCIP).
  • Invited to be a member on select Washington State committee to review state one-call system.
  • Participating with Oregon One-call system on designation of abandoned utilities.
  • Provide safety and leadership seminars at no cost to our members.
  • Chapter member is regional Vice President of Oregon, Washington, and Alaska NUCA.
  • Participation on the National NUCA Trenchless committee.
  • Request to review Standard Specifications of municipalities and
    recommend revisions.
  • Recognition as representative/spokesman of the utility construction industry.
  • Testifying at Salem for NUCA regarding NMFS proposed 4D rules.
  • Sending representatives to national safety symposiums.
  • Established "Engineer's Night" as an semi-annual event.
  • NUCA past president appointed by Governor to sit on the Board of the Oregon Utilities Coordinating Council.
  • Challenged Rockwood Water District's intent to install 7 to 9 miles of major water transmission main and convinced them to advertise job to the public.
  • NUCA member is Co-Chair of the NUCA National PAC.
  • Met with State of Oregon Representative Jackie Winters about ODOT bidder qualifications.
  • Met with Oregon Speaker of the House and other Oregon State
    Representatives regarding several proposed legislative bills that would Impact our industry on a daily basis.
  • Testified before subcommittees on jurisdictional disputes with the Plumbers Union and their desire to claim pipe work from the structure to the point of connection in the public right of way.
  • Participated in changes to apprenticeship wage rates.
  • Participation on the "Title 10" Committee.
  • Presented Oregon Speaker of the House with information on the
    establishment of a Public Works Trust Fund.
  • Worked with Clark County Commissioner Craig Pridemore to establish a committee focused on resolving issues between Public Works and local contractors.
  • Successfully campaigned to change the opening bid time in Clark County from 9:50 am to 1:50 pm; allowing contractors additional time to prepare bids.
  • Contracted with Nextel Communications for a discounted cellular service plan for NUCA members.
  • Working with VOCI to present NUCA members with a rebated fuel Program.
  • NUCA was a major force in the successful formation of the Oregon-Columbia Heavy Equipment Operators JATC, an open-shop apprenticeship program.
  • Worked with the City of Portland / Bureau of Environmental Services to produce a NUCA / BES branded site-specific safety plan.
  • Co-sponsored a 2-day "Leadership Skills for Crew Leaders" training course.
  • Chapter President Roy Moore, named as a trustee of the Construction Industry Training Trust.
  • One of four sponsoring associations of the Northwest College of Construction.
  • Met with OR-OSHA representatives to clarify interpretation of the rule regarding proximity of equipment to overhead high voltage lines.  NUCA member was invited to sit on a committee to review and amend the verbiage in the rule.
